Thomas D. Moreland, PE ~ Founder (Retired)

Mr. Moreland retired from MA on November 1, 2017; thirty years after founding the firm in 1987. His sixty year career established him as one of the nation's leading transportation engineers and an expert on roadway construction methods and materials. Under his leadership as President and Chairman/CEO, MA grew to a firm of over 340 employees.

Prior to starting Moreland Altobelli, Mr. Moreland had a 30+ year career with the Georgia Department of Transportation (GDOT), serving as Commissioner and/or Chief Engineer for 17 years. In this capacity, he headed a department of 6,000 people with an annual budget exceeding $1 billion developing the state's highway network and interstate system to meet the demands of our region's rapid growth. His legacy at GDOT and for the State is his leadership for visioning, planning, securing funding, and constructing the major interstate systems in and around Atlanta under the “Freeing the Freeway System” program in the early 1980’s.

While Commissioner of the GDOT, Mr. Moreland served for 11 years on Metropolitan Atlanta Rapid Transit Authority (MARTA) Board of Directors in its formative years. His work with the Georgia General Assembly annually on drafting and reviewing legislative proposals germane to GDOT’s goals and policies and participation in the budgetary processes was successful in obtaining funding support for the Department’s multi-modal transportation program.
