The Transportation Enhancement (TE) Program was established to enrich the traveling experience of motorists, bicyclists, and pedestrians.

MA / Atlas has been an extension of GDOT’s staff assisting the Department in the management of the federally-funded TE program for more than 15 years; this has involved more than 1,100 projects let by local governments throughout the state.

MA / Atlas facilitates every aspect of project development including, but not limited to:

  • Reviewing Concept Reports
  • NEPA Documents
  • Right-of-way Plans
  • Construction Plans
  • Design Variances

We coordinate with Engineering Services to ensure all certifications are in place so that the PS&E package can be sent to FHWA for construction funds
authorization. After receiving federal funds authorization we prepare and distribute the project agreements to the sponsors.  Our management tasks include:

  • Assisting in the Bid Phase
  • Pre-construction Meetings
  • Construction Phase Support
